Project requirements (Approved by Decree of the Government of the Russian Federation No.156 dated 14.02.2024):
1. The investment project shall comply with the objectives of creating special economic zones defined by Article 3 of Federal Law No. 116-FZ “On Special Economic Zones in the Russian Federation”.
2. The sources of financing for an investment project must be identified. A potential resident of a special economic zone must be provided with a written confirmation of readiness to implement the declared investment project, accompanied by supporting documents that confirm: availability of own funds, and (or) funds of the founders (participants), and (or) funds of co-investors for implementation of an investment project and (or) documentary confirmation by the credit institution of readiness to provide financing for the investment project implementation; elaboration of possible options for providing the investment project with the necessary infrastructure, raw materials, equipment, sales channels (markets) for the relevant products (services).
3. The minimum amount of investment, including capital investment (excluding VAT), that a potential resident of a special economic zone shall declare for implementation within the framework of an investment project should be at least 120 million rubles for the implementation of industrial and production activities.
4. A resident of the special economic zone shall commit at least two-thirds of the total investment, encompassing both capital investments, within the first 3 years of implementing their investment project.
5. The discounted payback period for the investment project, considering the special conditions for entrepreneurial activity in the special economic zone, should be less than 15 years.

7. Additionally, documentary confirmation from a credit institution, such as approval for the conclusion of a loan agreement, is necessary to demonstrate readiness to provide financing for the project.
8. Documents related to the development of possible options for providing the investment project with the necessary infrastructure, raw materials, equipment, and sales channels (markets) for the relevant products (services) include:
Analysis of sales channels (markets)
Supplies of equipment required for the implementation of the investment project
Pre-concluded contracts for the supply of feedstock, equipment, and sales of finished products.
The Expert Council is a collegiate body whose main purpose is to evaluate the business plans of companies intending to obtain the status of a SEZ resident.
Main tasks of the SEZ Expert Council:
- - evaluation of business plans
- - making a decision to support the business plan or to refuse to support the business plan
- - assessment of the financial solvency of the applicant
- - assessment of the significance of the project for the development of the real sector of the economy
